Reports on June 6th of a similar <\/span><\/p>\n<p><span style=\"font-size: large;\">slaughter of at least 78 villagers nearHamahave turned the volume up still more. Hitherto, all <\/span><\/p>\n<p><span style=\"font-size: large;\">Western governments agreed that direct military intervention, which would almost certainly have <\/span><\/p>\n<p><span style=\"font-size: large;\">to accompany the creation of those zones, was out of the question. That is changing.<\/span><\/p>\n<p><span style=\"font-size: large;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: large;\">Military planners are now pondering in detail the prerequisites for securing a buffer zone. Officials <\/span><\/p>\n<p><span style=\"font-size: large;\">inBritain,Franceand theUnited Stateshave all said that military intervention \u201ccannot be ruled out\u201d in <\/span><\/p>\n<p><span style=\"font-size: large;\">due course. Though almost no one thinks it will be done soon, calls for intervention, especially <\/span><\/p>\n<p><span style=\"font-size: large;\">inWashington, are growing.<\/span><\/p>\n<p><span style=\"font-size: large;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: large;\">Two main arguments against intervention still prevail. The first is that it would require the <\/span><\/p>\n<p><span style=\"font-size: large;\">endorsement of the UN Security Council, whichRussiaandChinastill show no sign of giving. The <\/span><\/p>\n<p><span style=\"font-size: large;\">second is thatSyriawith23mpeople, unlikeLibyawith7m, would be a hard nut militarily to crack\u2014and <\/span><\/p>\n<p><span style=\"font-size: large;\">that the ensuing bloodshed would be on a far bigger scale than now.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-5749 aligncenter\" src=\"http:\/\/www.jobsapk.com\/wp-content\/uploads\/2016\/06\/chinajobbox-translator.jpg\" alt=\"\" width=\"526\" height=\"350\" data-id=\"5749\" \/><\/p>\n<p><span style=\"font-size: large;\">On the first score, Western governments could conceivably in the end bypass the Security Council, <\/span><\/p>\n<p><span style=\"font-size: large;\">as they did in 1999, when NATO set about bombingSerbiaunder Slobodan Milosevic\u2014to the <\/span><\/p>\n<p><span style=\"font-size: large;\">annoyance ofRussia. But it is barely conceivable that they could undertake similar attacks <\/span><\/p>\n<p><span style=\"font-size: large;\">againstSyriawithout the close co-operation and public endorsement of bothTurkeyand the Arab <\/span><\/p>\n<p><span style=\"font-size: large;\">League.<\/span><\/p>\n<p><span style=\"font-size: large;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: large;\">Once those conditions are met, however, a buffer zone could\u2014it is reckoned\u2014be secured quite fast. <\/span><\/p>\n<p><span style=\"font-size: large;\">\u201cPeople exaggerate and overestimate the power of the Syrian army,\u201d says Riad Kahwaji, a military <\/span><\/p>\n<p><span style=\"font-size: large;\">analyst based inDubai. \u201cSyriahas a sophisticated anti-aircraft system but most of its equipment is <\/span><\/p>\n<p><span style=\"font-size: large;\">from the Soviet era and could easily be outpowered.\u201d Any Western-cum-Turkish decision to set up a <\/span><\/p>\n<p><span style=\"font-size: large;\">buffer zone would require air raids on Syrian defences.<\/span><\/p>\n<p><span style=\"font-size: large;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: large;\">There are reports of flagging morale in the 300,000-strong army. Many conscripts have absconded. <\/span><\/p>\n<p><span style=\"font-size: large;\">Rebel attacks by the ragtag Free Syrian Army have been increasing. In a recent ambush more than <\/span><\/p>\n<p><span style=\"font-size: large;\">100 Syrian soldiers are said to have been killed. Most soldiers are Sunnis, less loyal to the ruling <\/span><\/p>\n<p><span style=\"font-size: large;\">Assad regime than is the Alawite minority to which the Assads belong.<\/span><\/p>\n<p><span style=\"font-size: large;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: large;\">The army\u2019s elite squads, led by Mr Assad\u2019s hawkish brother Maher, now a cult figure among his <\/span><\/p>\n<p><span style=\"font-size: large;\">men, are still fiercely loyal. The shabiha, drawn mainly from the Alawite community, are carrying <\/span><\/p>\n<p><span style=\"font-size: large;\">out many of the atrocities. \u201c[Bashar] Assad is ultimately responsible for creating the conditions for <\/span><\/p>\n<p><span style=\"font-size: large;\">these paramilitaries to operate,\u201d says Emile Hokayem, another analyst. \u201cBut no one thinks he picks <\/span><\/p>\n<p><span style=\"font-size: large;\">up the phone to order every attack.
